Civic AI for Timișoara

The decisions of Timișoara’s Local Council (HCL) are public, but they are long documents written in legal language.

Physical archives are fragmented and hard to search.

PMT GPT, our HCL Summarization project from Unihack 2024, uses an LLM to turn Local Council decisions into short summaries grouped by category, and answers questions about them. It has a Python and FastAPI backend and a React frontend.

Smart City Archive Intelligence, built at HackTM 2025, turns paper archives into a searchable digital base. Documents are scanned with NAPS2 and read with Gemini, and a retrieval-augmented (RAG) agent answers questions in natural language, citing the exact documents behind each answer.

PMT GPT won the Digital Administration Prize at Unihack 2024. Smart City Archive Intelligence won Best AI App, 2nd place, at HackTM 2025, organised by Banat IT.

PMT GPT opened a collaboration with the City Hall’s IT team. They shared their ideas, and we built a demo and presented it to them. A City Hall team then took the project over, since our student team did not have the capacity at the time. The collaboration has ended, and it went well.

Since February 2026, Timi, the virtual assistant of Timișoara City Hall, has answered questions on primariatm.ro. As I see it, our work laid the groundwork it grew from.
